SecDef's son is blamed for the day's attacks, because he didn't tell CTU all about a seemingly unrelated night of debauchery that occurred the week before. Which fits perfectly with this episode's theme that the line between a libertine and an outright terrorist is a fine one indeed.

Of course, the bad guy gets away, because we've still got thirteen hours to go here.
